President Obama Approves Missouri Emergency Declaration
On January 2, 2016, President Obama signed an emergency presidential declaration for the state of Missouri. He ordered federal aid to help both state and local response efforts due to the emergency conditions of the New Years flooding across the state. This action authorizes the Department of Homeland Security and Federal Emergency Management Agency (FEMA) to coordinate all disaster relief efforts for a variety of affected counties across the state. federal assistance, will be provided at 75% federal funding.

The mission of FEMA's Public Assistance Grant Program is to provide assistance to state, tribal and local governments, and certain types of private non-profit organizations so that communities can quickly respond to and recover from major disasters or emergencies declared by the President. Through the program, FEMA provides supplemental Federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private non-profit organizations. It also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process.
Eligibility
There are 4 types of eligible applicants for public assistance. If an entity meets the requirements of one of the types, the applicant may be eligible to receive Federal disaster assistance.
Those eligible for these federal funds can purchase flood protection and flood mitigation products such as Big Bags USA® to have on hand for the next time an emergency situation arises. Federal Funds for Emergency Protective Measures
FEMA is authorized to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the designated areas. Specifically, FEMA is authorized to provide debris removal and emergency protective measures (Categories A and B), limited to direct Federal assistance, under the Public Assistance program at 75% Federal funding.
