A Look at the 2015 Budget for U.S. Army Corps of Engineers' Civil Works

The fiscal 2015 President's Budget includes $4.561 billion in gross discretionary funding for the Civil Works program of the U.S. Army Corps of Engineers (USACE). This budget reflects the Administration's priorities of supporting and improving the Nation's economy, protecting American people, and restoring and protecting our environment. There is an emphasis on maintaining the Nation's coastal channels and inland waterways, reducing flood risks to the American public and restoring large ecosystems. Targeted investments will fund the development, management, restoration and protection of the Nation's water, wetlands and related resources.

Army Civil Works Budget

The budget funds the planning, design, construction, operation and maintenance of projects, focusing on three main Civil Works mission areas:
  • Commercial Navigation
  • Flood and Coastal Storm Damage Reduction
  • Aquatic Ecosystem Restoration
Funding will include programs that contribute to the protection of the Nation, including training to respond to natural disasters and emergency preparedness. That is where BIG BAGS USA® can help!

Emergency Preparedness

At BIG BAGS USA® our main objective is to assist communities and individuals in times of need. We would like to assist you in the pre-flood time frames to help minimize property damage, as well as research and develop new methods for helping flood victims, their families and the surrounding communities. In communities that are prone to flooding in the past, stockpiling BIG BAGS USA® flood barriers in strategic locations can greatly reduce response time. We can also help you implement strategies for protecting your property during floods. We work closely with the Emergency Management Directors, Public Works Directors, and Utility Directors in your area to help in the planning, if needed, and optimize solutions for future floods.

Funding Distribution

The fiscal year 2015 funding will be distributed among the appropriation accounts as follows:
  • $2.6 billion for Operation and Maintenance
  • $1.125 billion for Construction
  • $245 million for Mississippi River and Tributaries
  • $200 million for the Regulatory Program
  • $178 million for Expenses
  • $100 million for the Formerly Utilized Sites Remedial Action Program (FUSRAP)
  • $80 million for Investigations
  • $28 million for Flood Control and Coastal Emergencies
  • $5 million for the Office of the Assistant Secretary of the Army for Civil Works

The bottom line is that funding is available to utilize BIG BAGS USA® for risk reduction and flood protection for the shoreline and inland water flooding. In addition, there are grant programs available through FEMA that help with preparedness needs of highly susceptible flood prone communities. You can have BIG BAGS USA® flood barriers on hand prior to the next big flood event through these programs! Our goal is to educate you and ultimately help you get protection at little to no cost.
