Natural Hazard Mitigation Across the Country
Back in 2005, the National Institute of Building Sciences released a study that assessed future savings from mitigation activities. They found that society saves $4 for every $1 spent on mitigation by the Federal Emergency Management Agency. Since that study was released, we have experienced some of the most devastating natural disasters in history. Just last year, we experienced 3 major hurricanes and extensive wildfires. Future natural disasters are inevitable, and it's important that we start addressing mitigation more seriously. As a nation, we need to start preparing now for future events. Communities and individuals alike need to be prepared for potential hazardous events that may not happen for a long time, but will potentially impact lives for months or even years when they do. Pre-disaster mitigation better assures that hazardous events will have short-lived and more manageable outcomes.
In a new study from 2017, the National Institute of Building Sciences found that mitigation funding can save the nation $6 in future disaster costs for every $1 spent. Keep reading to learn more about this study and it's findings.
This new report by the National Institute of Building Sciences shares the results from the first part of a multi-year project. The study focused on four specific natural hazards: riverine and coastal flooding, hurricanes, earthquakes and fires. The purpose of the study, was to help decision-makers build a mitigation strategy to protect lives, property and assets.
During the study, two sets of mitigation strategies were examined: Federal Grants and Beyond Code Requirements. First, the study examined the impacts of 23 years of federal mitigation grants provided by FEMA, the Economic Development Administration (EDA), and the Department of Housing and Urban Development (HUD). Secondly, the study examined the costs and benefits of designing all new construction to exceed select provisions in the 2015 International Building Code (IBC) and the 2015 International Residential Code (IRC) and the implementation of the 2015 International Wildland-Urban Interface Code (IWUIC). The new code would result in a savings of $4 for every $1 invested.
By implementing just these two strategies, we could prevent 600 deaths, 1 million nonfatal injuries and 4,000 cases of post-traumatic stress disorder in the long term. In addition, designing new buildings to beyond code could result in 87,000 new, long-term jobs and an approximate 1% increase in utilization of domestically produced construction material.
