Assistance Grants for Floods and What You Need to Know About It

Flooding situations can be devastating to communities and the people in them. In many cases, it can be hard to know how to handle them both before and after, especially when the only thing you want to do is find a new normal. Instead, you are left with piles of paperwork, empty homes, and possibly even more bills than you can imagine. What Is Hazard Mitigation

Hazard Mitigation is the action taken to reduce or eliminate long term risk to people and property from natural disasters. This planning process is used by state, tribal, and local governments, and it provides the ability to identify risks and vulnerabilities that are associated with natural disasters. It also helps them to develop mitigation strategies to reduce or eliminate long-term risks. Examples of Hazard Mitigation projects funded by FEMA’s Hazard Mitigation Assistance grant programs may include buy-outs, elevations, and safe rooms - but that’s not all.

Does FEMA Provide Any Financial Assistance for Hazard Mitigation Projects and Planning?

At this point, FEMA administers three programs which provide funding for eligible mitigation planning and projects which can aid in reducing disaster losses and protect life and property from the future disaster damages. Here is a quick overview of the three programs:

HMGP
This program assists in implementing long-term hazard mitigation planning and projects following a Presidential major disaster declaration.

PDM
This program provides funds for hazard mitigation planning and projects on an annual basis.

FMA
This provides funds for planning and projects to reduce or eliminate the risk of flood damage to buildings that are insured under the National Flood Insurance Program (NFIP) on an annual basis.

Hazard Mitigation Assistance Grants Application Period Now Open

On September 30th, FEMA opened the Hazard Mitigation Assistance competitive grant programs application period. This funding assists state, local, tribal, and territorial governments to reduce disaster losses and protect life and property from future disaster damages.

For 2019, $410 million in funding is available through two programs:

  • Flood Mitigation Assistance: The agency’s funding priorities include flood mitigation planning and efforts for reducing repetitive as well as severe repetitive loss properties. In this application cycle, $160 million is available in grant funds.
  • Pre-Disaster Mitigation: The program is designed to implement a sustained pre-disaster natural hazard mitigation program with the goal of reducing overall risk to the population and structures from future hazard events. In this application cycle, $250 million is available, with $20 million set aside for federally-recognized tribes. 
 
If you need more information about this program, eligible applicants can apply for funding through the FEMA eGrants system on the FEMA Grants Portal. All of the applications must be submitted by 3 PM on January 31st, 2020.
